What is a Rare?[]
A rare race is just a rare race, not strictly more powerful than the normal races, just not as common.
The first time a player logs in during a new Wipe they have a chance to unlock a rare races to play during that wipe. You won't always get one to play, and there's no in-game path to unlocking one of these races.
